True Bill Returned Against Rockwood Man in Child Sex Case

ROANE COUNTY, Tenn. (October 23, 2025) — A Roane County grand jury this week returned a true bill of indictment against 32-year-old Mark Joseph Gagnon of Rockwood, charging him with aggravated sexual battery.

According to the Roane County Sheriff’s Office and court records, Gagnon was arrested Monday following the indictment and later released on a $75,000 bond.

The charge stems from an August 22 incident investigated by the Rockwood Police Department, in which Gagnon allegedly touched a 5-year-old female inappropriately on more than one occasion.  The child’s mother reported the allegations to police after her daughter made an unprovoked statement describing the incidents.

According to the police report, both the 5-year-old and a 7-year-old sibling made statements regarding the alleged touching.  Chief Kelly Pittman of the Rockwood Police Department contacted the District Attorney’s Office, which then reached out to the Child Advocacy Center.  The CAC arranged for the child to undergo an exam at East Tennessee Children’s Hospital and scheduled a forensic interview.

Gagnon was questioned by Rockwood Police the same day of the initial report, and the case was later presented to the grand jury, which resulted in the indictment.

He has since been released pending a court date.

As with all criminal cases, the defendant is presumed innocent until proven guilty in a court of law.
